Oncor Transmission Line Project Information
Oncor Electric Delivery is proposing a new transmission line through southwest Denton County. Several routes are being considered, some of which enter west Flower Mound. The proposed Ramhorn Hill-Dunham 345 kV Transmission Line Project will connect two proposed switches, one south of Rhome in Wise County and the other located southeast of the FM 1171 and Hwy 377 interchange.
Application
On June 8, 2023, Oncor filed an application at the Public Utility Commission of Texas (PUCT) under Docket No. 55067 to construct and operate the proposed project. Click here for access to the docket on the PUCT Interchange.
Project Maps and Oncor's Recommendation
Oncor filed the following map with the PUCT for this project under Docket 55067.
- Figure 3-1c - Western Flower Mound
The above map shows the route that Oncor is recommending to the PUCT. You can learn more about Oncor’s recommendation here (beginning on p. 38). Ultimately, the PUCT will make the final route decision.
Please view this version of the map for a clearer understanding of Oncor’s recommended route. Please note, the Town of Flower Mound created this map for educational purposes, but the Town is not involved in the PUCT’s final decision. Town Council has expressed its concerns and preferences with Oncor representatives (see below under Previous Action) but has no authority over the final decision.
Property Owner Engagement
Property owners who wish to engage in the PUCT process can protest or intervene. All forms, as described below, are due by July 24.
- Protest: If you want to be a protestor only, please complete this form. Protestors can provide the PUCT with public comments. Although public comments are not treated as evidence, they help inform the PUCT and its staff of the public concerns and identify issues to be explored.
- Intervene: Intervenors become parties to the case, which means intervenors are required to respond to all discovery requests from other parties in the case, may be cross-examined in the hearing, and more. You can learn about the role of an intervenor via this form, which must be completed to intervene in the proceeding. Please note, the Town cannot provide legal advice regarding this process. If a member of the public wishes to intervene, retaining legal counsel is encouraged.
You can learn more about the PUCT process and the roles of both protestors and intervenors here.

Previous Action
In November 2022, Oncor contacted property owners within 500 feet of the potential proposed routes. On Dec. 7-8, 2022, Oncor held public meetings about the project.
After learning about the project and following the Oncor public meetings in December 2022, Flower Mound Town Council met in closed session during its December 19, 2022, regular meeting to consult with the Town attorney about the project. Once reconvened in open session, Town Council voted 5-0 to pass a resolution expressing concern about the impacts the project will have on Flower Mound residents. Read the resolution here. Oncor representatives attended Town Council’s Jan. 19 work session to discuss the project further. Watch the video here. Mayor Derek France also met with Congressman Michael Burgess, Senator Tan Parker, the mayors of Northlake and Argyle, Oncor representatives, and Army Corps of Engineers regional leadership staff to discuss a potential route through Corps land and finding a solution that could work for all the agencies involved. Based on the June 8, 2023, PUC filing by Oncor, an alternative southern route through Corps property was determined not feasible.
