Development - Cross Timbers Conservation Development District (CTCDD)
Enhanced Public Notification Process
Per section 98-277(i) - Conservation development options and standards, enhanced public notification is required for any conservation development proposed within the CTCDD. The intent of this process is to increase notice and encourage participation.
The following steps must be followed as part of the zoning process:
- FIRST INFORMATIONAL MEETING: An initial meeting must be coordinated by the property owner, or their designee, with all interested parties prior to submitting a planned development application.
- During this meeting, it is required that the property owner, or their designee, present plans to adjacent property owners, and homeowner associations of adjacent properties, for comment and input.
- "Notify Me" Subscribers, adjacent property owners & adjacent HOAs will receive one notification.
- DEVELOPMENT APPLICATION SUBMITTAL / SECOND INFORMATIONAL MEETING: Once the property owner, or their designee, submits an application, Town staff (DRC) will begin the detailed review process, including SMARTGrowth analyses, engineering studies, review comments, and plan revision requests.
- Toward the end of the review process, the developer must coordinate a second meeting with interested parties prior to the Planning and Zoning Commission public hearing to ensure the agenda item will reflect the consensus reached by the group.
- "Notify Me" Subscribers receive one notification.
- ECC MEETING: Prior to the P&Z and Town Council public hearings, the Open Space Management Plan/Concept Plan for the conservation development is reviewed by the Environmental Conservation Commission (ECC) and a recommendation is forwarded to P&Z and Town Council as part of their consideration.
- P&Z / TOWN COUNCIL PUBLIC HEARINGS: When appropriate, Town staff will schedule the public hearings. Members of the public will be able to express their views during both public hearings. The requests will receive a recommendation by P&Z and final action by the Town Council.
- Legal notices are also published in the newspaper and letters are mailed to property owners within 200 feet of the project boundary.
