Protect Your Trees from Dutch Elm Disease - Download the flyer for more information

This time of year is prime for the spread and infestation of Dutch Elm disease, a silent killer among elm trees. The disease is caused by a fungus that prevents elm trees from transmitting water from the roots to the crown and eventually causes them to wilt and die. Dutch Elm progresses through infected trees very rapidly. A specimen showing early symptoms of the disease will typically die within six-to-eight weeks. The American elm is the most susceptible to the disease. The disease spreads in two ways - insect vectors and root grafts. One way to recognize that an elm tree might have Dutch Elm is if the tree is “flagging.” Flagging means that there are portions of the tree that have started to wilt or die. Vascular streaking is another symptom of Dutch Elm. This is seen in the water transmitting layer of tissue just under the bark of the tree. A healthy elm tree will have white wood just under the bark. An elm tree infected with Dutch Elm will have wood that shows streaks or stripes of dark and light wood. For more information about this disease, view the pdf above or call Environmental Services at 972.874.6340.

Mosquito Protection Tips

Mosquito season is upon us. To help prevent mosquito breeding around homes and neighborhoods and protect residents from mosquito-borne diseases, the Town has provided some simple steps to take by following the "Four Ds":

  • Dusk and dawn are the times of day residents should try to stay indoors. This is when mosquitoes are most active.
  • Dress in long sleeves and pants when outside. For extra protection, spray thin clothing with insect repellent.
  • DEET is an ingredient to look for in insect repellent. Always wear repellent when outdoors, and choose products that contain up to 20 percent DEET. Be sure to follow product instructions, especially when using repellents on children.
  • Drain standing water in yards and neighborhoods where mosquitoes can breed. This may include old tires, flowerpots, clogged rain gutters, etc. Mosquitoes may develop in any water stagnant for more than three or four days.

To report mosquito problems in a neighborhood or for more information on mosquito control, contact the Environmental Health Services Division at 972.874.6340.

Flower Mound Increases Tornado Recovery Efforts with Additional Crews, a Central Drop-off, and Free Landfill Access

Content on this page requires a newer version of Adobe Flash Player.

A multi-tiered debris removal initiative is currently underway in Flower Mound in response to a National Weather Service confirmed EF 1 tornado the Town experienced on June 10.  As a result, a significant amount of debris is scattered throughout the community. In the days following the storm, the Town acted quickly in its clean-up efforts. Additional crews and trucks were deployed, free landfill access was granted, and a convenient central drop-off location was established. However, the extensive amount of debris far exceeded the initial assessment.

In response, Flower Mound initiated a Disaster Recovery Team to assist with debris removal that includes additional Allied Waste Services’ trucks, Town of Flower Mound Parks and Public Works personnel, crews from the City of Denton, and private tree service contractors. The massive amount of debris and widespread damage are factors greatly affecting the recovery effort. The Town appreciates your patience and understanding during this initiative.

In order to ensure curbside pickup, all debris was required to be placed at the curb no later than 7 a.m. on June 15. Due to the time and fiscal constraints associated with the cleanup effort, the Town cannot duplicate efforts in a zone that has already been canvassed. Residents who have debris and live in a zone that has already received service are encouraged to refrain from placing it at the curb until the next regularly scheduled bulk and brush pick up day. Debris requiring removal on the regularly scheduled brush and bulk pick up days must be bundled in accordance with the standard regulations.

Storm Debris Removal Map - Updated 06/29/09

Storm Debris Pickup Map

Click map to view full-size

  • Curbside Pick-up – Town of Flower Mound personnel and Allied/Republic Waste Services are currently providing additional bulk and brush curbside pickup services. Storm debris does not have to be bundled, however; Town of Flower Mound and Allied/Republic Waste Services personnel are not allowed to enter private property to retrieve debris. Debris requiring removal after the supplemental services cease will be picked up on the regularly scheduled brush and bulk pick up days and must be bundled in accordance with the standard regulations. Please review the Storm Debris Removal map (updated 06/29/09) to determine which neighborhoods have already received supplemental service.
  • The Camelot Landfill - Residents may deliver up to four cubic yards of brush or bulk debris free of charge to the landfill once per month with proof of residency in the form of a valid driver’s license or a current utility bill displaying a Town of Flower Mound address.
  • Private Contractors – The Town of Flower Mound cannot provide referrals for private contractors to perform debris removal services. In addition, private contractors who perform these services must dispose of the debris at their own expense.

Landfill and Central Drop Off Update - 07/02/09

The Bakersfield Park Central Drop Off is now closed to storm debris deposits and unlimited free access to the Camelot Landfill is no longer available. Residents may still deliver up to four cubic yards of brush or bulk debris free of charge to the landfill once per month with proof of residency in the form of a valid driver’s license or a current utility bill displaying a Town of Flower Mound address. The Town will continue to monitor the debris removal progress and adjust services accordingly. Please call 972.539.SERV (7378) for additional information and continue to visit www.flower-mound.com for brush and bulk service and schedule updates.

Flower Mound Police to Focus on Curfew Violators and Teen Alcohol Parties this Summer

The Flower Mound Police Department is cracking down on the illegal use of alcohol by minors this summer by utilizing its Flower Mound Alcohol and Tobacco Enforcement (FATE) program and strictly enforcing the curfew ordinance.

FATE

An integral part of law enforcement efforts in Flower Mound since 2002, the FATE program is designed to target the causes and prevent the effects of dangerous life choices by the Town's youth.

The 100 days between Memorial Day and Labor Day are the deadliest days of the year for teen drivers, due in part to illegal consumption of alcohol during summer months. The Centers for Disease Control and Prevention conducted a survey in 2007 that showed 29 percent of Texas teens stated they had consumed five or more drinks in a row (within two hours of each other) on at least one day in the 30 days prior to the survey. Aside from the dangers and legal ramifications of driving while intoxicated, law enforcement officials see numerous peripheral offenses as a result of teen alcohol abuse such as assault, sexual assault, public intoxication, theft, and burglary.

A central aspect of the FATE program is the use of a search warrant system that was initiated in conjunction with the Denton County District Attorney's Office in 2008. Upon learning the location of a teen party, Flower Mound Police Officers will attempt to make contact with a responsible adult. If no adult is available, the juveniles refuse entry, and probable cause is found to exist, a search warrant will be signed by a judge and officers will have the ability to force entry in order to stop the criminal activity. Any intoxicated minors will be subject to criminal penalty, and the legal parent or guardian will be notified so that they can take custody of their child.

Since the implementation and use of this type of search warrant, it has been reported by some of those detained in previous operations that they had been instructed by a parent not to cooperate with police officers. This lack of cooperation will not result in officers simply leaving the location, but may lead to property damage being sustained to the residence when the officers are compelled to gain forced entry to serve the search warrant. Please advise your children to cooperate with law enforcement personnel should they be confronted with such a situation.

Curfew Ordinance

The Flower Mound Police Department is taking a zero tolerance approach to violations of the curfew ordinance. As a component of the Curfew Program, the Police Department will dedicate police officers to focus on curfew offenses and related juvenile crimes. Curfew hours for those ages 16 and younger are effective between 11 p.m. and 6 a.m. Sunday through Thursday and 12:01 a.m. to 6 a.m. Friday and Saturday.

Violators of the curfew ordinance may be transported to the Police Department and cited, with their parents being notified to pick them up. Juveniles apprehended while committing more serious violations may be transported to Denton County Juvenile Detention Facility.

Volunteer members of the department will be asked to patrol neighborhoods throughout Town in order to find locations of potential juvenile/minor alcohol parties and notify beat officers of their locations.

Flower Mound Police are seeking community support with these initiatives. The goal of the Flower Mound Police Department is the safety our community. We hope that parents will use these programs as an avenue to discuss the sometimes deadly consequences facing our youth. Please call the Flower Mound Police Department at 972.539.0525 with questions regarding these programs. For emergencies, please call 9-1-1.

Flower Mound First Municipality to Initiate Regional Toll Revenue Funded Transportation Project

As quality-of-life and transportation system improvements continue to remain priorities for North Texas residents, the Town of Flower Mound is poised to become the first municipality to break ground on a new construction project utilizing Regional Toll Revenue Funding.

The Flower Mound Town Council approved a funding agreement with the Texas Department of Transportation and awarded a construction bid for Spinks Road Phase IV on Monday. Construction on the project is scheduled to begin in June. When complete, the thoroughfare will serve as a significant east-west connector directing traffic from Duncan Lane to FM 2499, a regional north-south transportation corridor, and ultimately creating a direct connection from FM 2499 east to SH 121 in Lewisville.

The Regional Transportation Council approved more than $105 million in Regional Toll Revenue Project funding for eight separate construction projects that are partly or wholly within the Town of Flower Mound. In addition to Spinks Road, funded projects include the expansion of and improvements to:

  • Flower Mound Road
  • Garden Ridge Road - Phase Four
  • Morriss/Gerault Road
  • FM1171 – section II
  • FM1171 – section III
  • FM377
  • FM407

As the pursuit of external funding sources is one of Flower Mound’s primary transportation improvement strategies, a policy that allows the Town to maintain one of the lowest property tax rates in the Dallas / Fort Worth Metroplex, the Town has been tracking and pursuing the Regional Toll Revenue for more than two years.

The total amount of funding from external sources included in the two approved agreements is equal to approximately $26 million. Had the Town issued debt to fund the projects, the associated principal plus interest would total between $40 and $50 million. Recognizing the positive impact that the completion of these projects will have upon the daily commutes of Flower Mound residents, the Town will now implement an aggressive design and construction program. This schedule will also allow for the Transportation Commission to complete their charge, as provided by the Town Council, in reviewing the Morriss/Gerault Improvement Project at their May 26 public hearing.

Flower Mound “Green” Program Receives a Significant Boost with Energy Efficiency Grant

The U. S. Department of Energy recently notified Flower Mound officials that the Town is eligible to receive $607,700 in formula funding under the Energy Efficiency and Conservation Block Grant Program. The program is being funded through the American Recovery and Reinvestment Act of 2009.

The allocation amount is for a three-year period and is to be used to reduce energy use and fossil fuel emissions, and for improvements in energy efficiency, such as transportation and public facilities. The Town has formed a work group to identify eligible projects that would benefit Flower Mound by improving energy efficiency. Potential projects could include improvements to traffic signals, wastewater facilities and infrastructure, and public buildings.

The Town recently participated in a regional Energy Efficiency and Conservation Forum at the North Central Texas Council of Governments where cities and counties shared information about their planned funding and future project implementation.

The amount of funding is based on population data from the 2007 U. S. Census population, and the program is patterned after the U. S. Department of Housing and Urban Development’s Community Development Block Grant Program.

Flower Mound Named Tree City USA

The Arbor Day Foundation has once again honored the Town with a Tree City USA designation recognizing Flower Mound’s progressive green program.

Awarded to recognize the Town’s 2008 tree preservation efforts, the honor marks Flower Mound’s 15th consecutive year to receive the designation. Municipalities that receive the Tree City title are recognized for having a Tree Board, a Tree Ordinance, a forestry program, and an Arbor Day celebration.

The Town recently revised its tree preservation ordinance to increase preservation efforts and require additional tree plantings on development sites that remove trees.  In addition, Flower Mound has an Environmental Education Program used during Arbor Day events. Geared toward second grade students, the program includes activities related to several topics including the importance of trees, proper tree planting and maintenance, storm water, water quality, local wildlife, recycling, composting, and energy issues.

The Arbor Day foundation recognizes that municipalities who implement these programs understand that trees promote healthier communities by cleaning the air, moderating the climate, reducing the heat island effect, and increasing property values.

Flower Mound Fire Department Receives $2.9 Million FEMA Grant to Hire Firefighters

The Flower Mound Fire Department was recently awarded a $2.9 million grant from the Federal Emergency Management Agency (FEMA) to increase the Town’s firefighting and emergency response abilities through the funding of additional firefighting positions. This amount represents the fourth largest award of its kind in the United States this year.

“The Town is committed to providing high quality public safety,” said Flower Mound Mayor Jody Smith. “This grant will allow the Fire Department to continue to serve our growing resident and business communities by allowing us to hire additional firefighters and increase our service levels.”

The 27 additional personnel funded through the Staffing for Adequate Fire and Emergency Response (SAFER) grant will fully staff Flower Mound’s planned fourth and fifth fire stations.

“I am extremely pleased by the news that the Flower Mound Fire Department has been awarded a SAFER grant. This funding will strengthen the ability of the fire department to provide critical support to our growing population,” said U.S. Congressman Michael Burgess. “Firefighters nobly put themselves in harms’ way for the well-being of their communities, and I am especially proud of the firefighters from the 26th Congressional District. I am elated that Chief Metzger and the Flower Mound Fire Department are receiving the recognition and support they deserve.”

As part of FEMA’s Assistance to Firefighters Grant program, the SAFER grant provides funding directly to fire departments and volunteer firefighter organizations in order to help increase the number of trained, "front-line" firefighters available in local communities.

Take Precautions to Prevent Automobile Burglary

On the night of Monday, Feb. 2, there were over a dozen reported burglaries of vehicles in an area south of FM 1171, west of Garden Ridge and east of Morriss Road.  In each of these cases the vehicles were left unlocked and/or had valuables in plain view.  These burglaries follow on the heels of a series of similar offenses just north of FM 1171 where the vehicles were not locked either.

The Flower Mound Police would like to urge everyone to take immediate precautions to guard against these types of opportunistic offenses.  Namely, if possible, do not park your car on the street- the garage is the safest place for it to be.  If you have to park your car outside, lock it, set the alarm and make sure nothing is in sight.  Thieves will break out your car window for loose change, or to look in an empty duffle bag if it can be seen.  Finally, if you hear or see any suspicious activity, or juveniles out after curfew hours, report it to Flower Mound Police at 972.539.0525.
